Subject: add hovertext explaining stats fields to XSL
In a private email exchange, Timothe Litt suggested adding hovertext to the stats XSL to explain what each field means. Seems like a good idea.

With the patch provided in #45340, it turned out to be fairly simple to do a first pass of this old suggestion.

You will note that there are a number of items that don't get titles - or get vacuous descriptions - because that's what's in the ARM...

A purist would, I suppose, carefully tag the ARM and read it with a strict XML parser -- but would be work.  This manages to be a 90+% solution. (It is a bit aggressive about removing surplus tags, and could fall victim to ARM restructuring.)

It's a fair proof of concept.
