Subject: Port and DSCP settings ignored for catalog zone's "default-masters" option

Even though the "port" and "dscp" settings for catalog zone's "default-masters" option are accepted by the configuration parser, their values are currently ignored as confirmed by a TODO comment in the source code.

Suggested fix, along with minor comment updates and system test changes which allow the issue to be detected, is in the rt45545 branch, please review.
