Subject: Architecture dependent headers files should be in triplet directories

First reported here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=874232 at least isc/atomic.h is different per platform and thus is has to be installed into holy triplet subdirectory. I will drop the Multi-Arch header from the libbind-dev package for now, but ultimately this need to be fixed here.
