Client: please add a way to request a specific size prefix when doing a 
DHCPv6 prefix delegation request.  Technically this is done by excluding 
any preexisting prefixes wider than the requested prefix, and if there 
are none remaining include a request for the zero prefix with the 
requested width (i.e. ::/60 for a prefix size of /60).

Server: please make it possible to respond to such requests with a 
prefix of the requested size, subject to policy controls.
