Register pkcs11 results in dighost.c if BIND was compiled
with native pkcs#11 functionality.

Previously dig exited with:
dig: dst_lib_init: (result code text not available)

if no PKCS#11 provider was on the system

With the patch, it exits with:
dig: dst_lib_init: no PKCS#11 provider
