Add a config option to disable the glue cache. When glue cache is
disabled, legacy/regular additional section processing is performed to
lookup glue per query. There's no cache in this case.

The rationale for this option is that we don't have any feedback on how
the glue cache is going to behave in the real world just yet. There
should be an option to bypass it.
