The only customer-visible evidence that this exists can be found in the BIND significant features matrix in the KB, CHANGES for the 9.11 branch, and in the 9.11.0 release notes:

"Added an isc.rndc Python module, which allows rndc commands to be sent from Python programs."

The new module can be found in the tarball here: ./bin/python/isc/

It'd be good to have a paragraph about it in the ARM, perhaps with a worked example of usage.

I'm also reading with interest:  #43435: Add BIND Python stuff to PyPI 

If we do this, then that should also be mentioned/documented in the ARM.

(This feels like something that should be tackled for 9.11.2)
