Reviewing:
 - IMHO the state is more S_DECLINING than S_DECLINED
  but it is a matter of taste.

 - I'll more insisting by keeping S_STOPPED as the last item
  in the dhcp_state enum.

Note they are cosmetic so no re-review needed.
