Change RT #46888 appeared to introduce a new issue, found by the Jenkins "sanitize=undefined" job:

resolver.c:1814:6: runtime error: shift exponent 32 is too large for 32-bit type 'unsigned int'

This appeared in the "ns1/named.run" (attached) file in the "legacy" system test.  The test was run on an Ubuntu 16.04 virtual machine.
