We added a global parameter, "abandon-lease-time", which is used as the length of time an abandoned lease remains in the abandoned state. The default is 86400 seconds. The server will not attempt to reclaim an abandoned lease before then unless there are no free addresses. In which case, the server will conduct a ping check (provided they are enabled) prior to offering an abandoned lease. Note that the expiry period is preserved across system restarts so abandoned leases. Hopefully this addresses your issues.
