The test to ensure that each failover peer is referenced in at least one pool was been moved upstream so that it is now done early enough in the startup process to be checked in test mode. The test itself is slightly different as well. Formerly the test would report and fail on the first peer with no pools. Now it checks all peers, reporting each that has no pools before exiting.
