As I understand it, this was in review so an experimental version could be
supplied to Alain, but we're not planning to merge any time soon because
the code point hasn't been issued. I'm marking the ticket stalled to
take it off the review queue; if that was the wrong call, please go ahead
and change it back.

(BTW, why is this in bind9-confidential?)
