atf is currently at version 0.21.  0.19 is the latest version with the tools presents.  We currently ship 0.17.

Do this in two stages.  Upgrade to 0.19 from 0.17.  Then upgrade to 0.21 preserving the tools which are in a single directory.

After that address clang static analysis reports.
