I started extending some system tests for named-checkconf and saw that the check-spf fail doesn't work. Now I see in code that "fail" was removed as an option. In the ARM, the grammar for check-spf still shows "fail" in two places. While there see the check-integrity explanation has odd sentence: "Warnings are emitted it they don't and be suppressed with check-spf." (Maybe missing "will"?)
