Subject: Add support for a client options universe to dhclient

Adding configuration file parameters to dhclient is limited as it lacks a client universe of configurable options. By creating a client_universe of client_options the same way the server does with its server_universe and server_options, supporting new parameters in dhclient's config file becomes much easier. This is strictly an internal mechanisms ticket.
