Subject: issues with % in scope in resolve.conf
We received a ticket from Red Hat (35989) on the dhcp list
pointing out that the DHCP server won't start if there is a %
in the scope section of a v6 name in resolv.conf.

I'm planning to modify the dhcp code such that problems in
reading the resolv.conf file don't cause the server to stop.

This ticket is for bind to review the underlying issue.
